Support for attachment uploads

This blocks the quarterly report we send to the exec team. Two people on the team have independently asked for this. Our ops team has a runbook step purely to work around it.

What we would need:

  • A public API rate-limit dashboard
  • CSV export
  • SAML SSO
  • Granular email preferences

    Could this also cover the API case, or is that separate? It would let us retire an internal tool nobody wants to maintain.

    Merged the duplicate report into this one, vote counts are combined. A rough first version would already be a big improvement.
