Board filters double-submits on a slow connection with an ad blocker enabled

Drops the selected filter on back-navigation — reproduced on two machines.

Expected: the comment thread keeps its state. Actual: it loses focus while typing.

      Closing as fixed in this week's release. Shout if it resurfaces. Right now this costs us roughly two hours a week.
